Biography

Phil McEwen is founder and CEO of Health Economics and Outcomes Research Ltd, a Cardiff-based consultancy specialising in health economics, market access and evidence generation. A mathematician by training, his PhD at Cardiff University in the 1990s used artificial neural networks to estimate the hidden number of people infected with HIV, an early application of machine learning applied to an ill-posed inverse problem in public health.

Over more than 20 years since, he has built models that help health systems decide which treatments to fund. He developed the Cardiff Diabetes Model and its successor, the Cardiff Cardio-Kidney-Metabolic Model, has published more than 450 papers, co-authored the ISPOR-SMDM Modelling Good Research Practices report on model conceptualisation, and sits on the Mount Hood Diabetes Challenge Network organising committee.
